Registration for Highly-Skilled Migrants
People with a non-EU nationality that come to the Netherlands to live and work, and fulfil certain requirements (see our pages on the IND procedue for Highly-Skilled Migrants and scientific researchers) are considered to be ‘Highly-Skilled Migrants'. If you come to The Hague region with this status, you will be able to make use of the services of The Hague International Centre to register in the BRP index, and collect your residence permit.
Registration at The Hague International Centre for Highly Skilled Migrants
The Hague International Centre allows newcomers utilising the Highly-Skilled Migrant permit to register with the municipality of The Hague, Rijswijk, Delft; or Leidschendam-Voorburg and collect their residence permit in one appointment.
It is important to note that while people will often have their appointment at The Hague International Centre made for them (by an employer, or relocator), this is not company policy. This means that you may have to make your appointment yourself.
Eligibility for Services at The Hague International Centre
Employees and their family members are eligible for an appointment at The Hague International Centre if they meet all of the following requirements:
- The employee works for:
- A company that is a recognised sponsor of the IND (Immigration and Naturalisation Service, see Public Register of Recognised Sponsors); or assisted by The Hague Business Agency or InnovationQuarter.
- An international organisation, embassy, non-governmental organisation, university, school, knowledge institution.
- The employee will be living in the municipality of The Hague, Delft, Rijswijk, or Leidschendam-Voorburg.
If an employee has not found a permanent residential address upon arrival, The Hague International Centre offers the possibility for companies and organisations to temporarily register their employees at a company address in The Hague, Delft, Rijswijk, or Leidschendam-Voorburg.

For employees: Please contact your employer (HR-department) or relocator to check if you are eligible to use this service.
In order to complete your municipal registration through The Hague International Centre, you will have to attend an appointment at our Centre. See below for a list of documents that you will need to bring with you to your appointment.
Please note that everyone completing their registration through The Hague International Centre must turn up to their appointment in person.
- Valid identification (passport or other travel document)
- Proof of occupancy: rental/tenancy agreement, home purchase deed or a signed statement by the main occupant of the house. Please use the following statement. Please bring a copy of the ID of the main occupant of the house and a copy of the signed rental/tenancy agreement or purchase deed of the house
- Legalised birth, marriage and/ or divorce certificate (if available). Read more about legalisation and apostille here.
- Residence permit or letter of approval from the IND (if applicable)
- Privileged or MFA card (if applicable)
In order to make an appointment, your personal data will be processed and recorded in the registration system of The Hague International Centre, part of the Municipality of The Hague. Your data will not be transferred to third parties. The Municipality of The Hague processes and protects your personal data as described in the Data Protection Declaration.
For submitting certificates (like birth or marriage), you need to make an appointment here.
For the submission of biometric details, the collection of a work authorization sticker or residence document only, an appointment can be scheduled here.
